Katribu challenges local governments across the country: follow Baguio’s lead!

We commend the Baguio City Council, through Councilor Jose Molintas, for its resolution calling to amend the Anti-Terrorism Act (ATA) of 2020—a crucial stand for civil liberties under attack.



For four years now, the Anti-Terrorism Act has been weaponized against the people. Far from protecting the public, it has been systematically used to suppress dissent, criminalize community work, and terror-tag human rights defenders, activists, and development workers. It has emboldened abuse and silenced the people.
From the very start, Indigenous Peoples and Bangsamoro organizations have stood in resistance to this draconian law. We were among the 37 petitions filed before the Supreme Court—an unprecedented number that speaks volumes about the law’s deep unconstitutionality and unpopularity. Organizations like Katribu Kalipunan ng Katutubong Mamamayan ng Pilipinas, SANDUGO, Save Our Schools Network, LILAK, and the Cordillera Peoples Alliance stood firm against repression.
We challenge local governments across the country: follow Baguio’s lead. Take a stand with your constituents who bear the brunt of this law. There can be no neutrality in the face of injustice.
